Kendall Phinney
Kendall Phinney began his career with Hale-Mills Construction, Ltd. in 1983 as
an assistant project manager after graduating Texas A & M University with
a construction science degree. Over 26 years, Kendall has developed
into one of the most preeminent builders of correctional facilities in the Southwest
and is one of the two owners of the company. Kendall works closely with owners,
architects, engineers and subcontractors to achieve results that other companies
deem impossible. Kendall has been certified by the Design Build Institute of
America.
Phil Packer
Phil Packer began his career with Hale-Mills Construction, Ltd. in 1974. During
his 35-year tenure, Phil has created an administrative infrastructure that is
nimble, efficient and effective, delivering superior service to clients for a
fraction of the cost of its competitors. As one of the two owners of the company,
Phil is chiefly responsible for all contractual issues, negotiations, banking,
bonding, risk management, accounting, legal and financial management. He is a
graduate of Howard Payne University.
Sean Butler
Sean Butler is vice president of project management, overseeing
all facets of the company’s projects including estimating, buyouts, scheduling,
field coordination and overall project management. A seven-year veteran at Hale-Mills Construction, he originally joined as a project
manager before being promoted in 2009. Butler is a graduate Texas A&M University
with a bachelor’s degree in construction science.
Eric Cohen
Eric Cohen, vice president, is a veteran Texas construction lawyer
who oversees the company’s business operations. Before joining Hale-Mills Construction,
he served for 12 years as outside legal counsel to the company. Prior to joining
the company, he was managing shareholder for one of Texas’ top-ranked construction
law firms and spent over 15 years practicing construction law. Cohen received
his bachelor’s degree in finance from the University of Texas at Austin and his
law degree from South Texas College of Law. He is a member of the Construction
Financial Management Association, Associated Builders and Contractors, the Houston
Bar Association and several other industry groups.
